March 2017 – Cyprus Removes Wi-Fi from Kindergartens & Halts Wireless Deployment in Elementary Schools

Teton Village, WY — (SBWIRE) — 03/06/2017 — The Cyprus Minister of Education and Culture issued a Decree on January 31, 2017, marked “urgent” to all Directors of Kindergartens and Primary Schools, with specific measures to eliminate and minimize wireless radiation exposure to children in schools. “We have taken the decision to have the wireless network Wi-Fi disabled in all Public kindergartens in Cyprus,” reads the Decree. Wireless is to be removed from all Cyprus kindergartens, and wireless installations have been halted in elementary schools and limited to administrative offices.

“The Ministry of Education does not intend to proceed with the installation of wireless points and Wi-Fi access classrooms in elementary schools.”

The Decree reminds teachers that wired internet is already available in all classrooms if the internet is needed for educational purposes. Wireless is only to be used, if needed, in the administrative areas of elementary schools, and wireless is not to be used in the classrooms.

However, if the use of Wi-Fi is deemed necessary for a specific educational program, the Decree stipulates that, “necessary measures to protect children should be taken, and wireless access points should remain inactive when not in use for teaching purposes.” Furthermore, “the consent of parents should be ensured in advance.” The Decree instructs the School Directors to assure parental consent and send a letter to the parents of children who will participate in programs involving wireless technology – informing the parents of the reason and duration of Wi-Fi usage.

Alongside their other campaigns about tobacco smoke and toxic chemicals, The Cyprus National Committee on Environment and Child Health initiated a nationwide campaign several years ago to raise awareness about cell phone and wireless radiation exposures to children. The multimedia public awareness campaign was lauded at an international conference on Wireless and Health held at the Israel Institute for Advanced Studies at Hebrew University in January of 2017, and organized in cooperation with the U.S. National Institute of Environmental Health Sciences (NIEHS) and Environmental Health Trust (EHT).   READ FULL ARTICLE HERE

Subject: International EMF Project; unbalanced WHO working group (WG) on evaluation of health effects from radiofrequency (RF) radiation

It has just come to our attention that the WHO RF Working group consists mainly from present and past ICNIRP members. In general, the WG is not balanced and does not represent the point of view of majority scientific community studding effects of RF. In particular, sthe private self-elected organization ICNIRP, similar as majority of the current WHO RF WG members, does not recognize the non-thermal RF effects, which represent the main concern of widespread exposure to mobile communication and upholding guidelines from 1996, which are based on RF thermal effects only. Thus, the quidelines of ICNIRP are irrelevant to present situation when majority of population over the world is chronically exposed to non-thermal RF from mobile communication.

Based on multiple Russian studies and emerging number of studies coming from other countries, RNCNIRP has consistently warned against possible health effects from mobile communication. The point of view of RNCNIRP is supported by hundreds of new publications including well known recent RF studies in human and animals.

Balancing of the evaluation group is a key factor to achieve a credible conclusion. We request that this main principle of scientific evaluation would be followed up by the WHO in the evaluation of RF health effects by balancing the WHO RF working group. Please, do not hesitate to contact the RNCNIRP regarding the additional members/ substitutes for the WHO RF working group.

We, the signers, are concerned about our children’s health and development in schools with wireless technology for teaching. A vast amount of scientific studies have shown considerable medical risks with long-term exposure to Radiofrequency Radiation (RFR) from wireless devices and networks well below the recommended reference levels from the International Commission on Non-Ionizing Radiation Protection (ICNIRP). We ask the authorities to take their responsibility for our children’s future health and wellbeing.

In May 2011 the International Agency for Research on Cancer (IARC) at WHO classified RFR as a Group 2B carcinogen, i.e., ‘possibly’ carcinogenic to humans. Since then more scientific studies on exposure to RFR in humans, animals and biological material have strengthened the association of an increased risk for cancer, especially brain tumors. Several laboratory studies have shown mechanistic effects in carcinogenesis such as oxidative stress, down regulation of mRNA and DNA damage with single strand breaks. The IARC cancer classification includes all sources of RFR. The exposure from mobile phone base stations, Wi-Fi access points, smart phones, laptops and tablets can be long-term, sometimes around the clock, both at home and at school. For children this risk may be accentuated because of a cumulative effect during a long lifetime use. Developing and immature cells can also be more sensitive to exposure to RFR. No safe level of this radiation has been determined by any health agency and therefore we have no safety assurances.

Besides the cancer risk, RFR may also affect the blood-brain barrier to open and let toxic molecules into the brain, hurt neurons in hippocampus (the brain centre for memory), down or up regulate essential proteins in the brain engaged in the brain’s metabolism, stress response and neuro-protection and affect neurotransmitters. Sperms exposed to Wi-Fi have been seen with more head defects and DNA damage. RFR can increase oxidative stress in cells and lead to increase of pro-inflammatory cytokines and lower capacity to repair DNA single and double strand breaks.

Cognitive impairments in learning and memory have also been shown. Results from the OECD’s PISA performance surveys in reading and mathematics show decreasing results in countries that have invested most in introducing computers in school. Multitasking, too many hours in front of a screen, less time for social contacts and physical activities with risk for aches in neck and back, overweight, sleep problems, and information technology (IT)-addiction are some of the known risks and side effects of IT. They stand in marked contrast to the often claimed, but largely unproven possible benefits.

We ask the school authorities in all countries to acquire knowledge about the potential risks of RFR for growing and developing children. Supporting wired educational technologies is a safer solution than potentially hazardous exposures from wireless radiation. We ask you to follow the ALARA (As Low As Reasonably Achievable) principle and Council of Europe Resolution 1815 to take all reasonable measures to reduce exposure to RFR.

Practical rules for schools concerning children and wireless technology.

. No wireless networks in preschool, kindergarten and schools.

. A hard wired direct cable connection is recommended to each classroom for the teacher to   use during lessons. 

. Prefer wired telephones for personnel in preschool, kindergarten and schools.

. Prefer cabled connection to Internet and printers in schools and turn off Wi-Fi settings in   all equipment 

. Prefer laptops and tablets that can be connected by cable to Internet. 

. Students should not be allowed to use cell phones in schools. They can either leave them at   home or the teacher collects them in turned off mode before first lesson in the morning.

Since 1990 brain tumors and tumors of the central nervous system (CNS) have more than doubled, according to a report by the Swedish Radiation Protection Foundation Stralskyddsstiftelsen published January 20, 2017 [1].

The number of patients is on a steady increase since 2004-2005. Is that coincidental with the increase of smart technology, which uses microwaves to implement instant access and networks? In 1990 the rate was 827 patients, whereas in 2015 it more than doubles to 1807 patients or 2.185 times!

The rise in malignant and non-cancerous tumors is happening in younger patients, those who are more likely to be using smart technology gadgets, e.g., iPhones and Wi-Fi at school or work.

Open letter of “No Confidence” to the World Health Organization (WHO)

The “European coordination of organizations for an EMF exposure regulation which truly protects public health”expresses its full support for the BioInitiative Working Group Letter to the WHO International EMF Project of 19 December 2016, entitled “WHO RF EHC Core Group Membership is Unacceptable”. In this “No Confidence” Letter, the WHO is urged “to make changes to the WHO RF EHC Core Group membership to more fairly reflect membership and expertise of the 2011 IARC RF Working Group” (see Annex 1).

“Newly released animal studies conducted over a 16-year period by the NIEHS National Toxicology Program now report clear carcinogenic effects of chronic exposure to RF.  In June of 2016, the NTP documented statistically significant risks for cancers of the brain and heart, as well as pre-cancerous lesions in animals exposed to RF, but not in control animals. Both human and animal results are now available to incorporate in the RF EHC risk assessment. This important effort can only be assured with a more balanced composition of core participants in the process.  As well, the membership needs to be inclusive of under-represented countries such as Russia, China, India, Turkey, and Iran whose research communities have produced the majority of studies on non-thermal effects of RF in recent years”.

The preponderant presence of members of the International Commission on Non-Ionizing Radiation Protection (ICNIRP) reminds us that this organization has steadfastly refused to accept new scientific evidence of potential health risks from non-thermal, low-intensity radiofrequency radiation despite recent scientific advances in knowledge on the subject.
The ICNIRP not only does not guarantee transparency or independence but is known that there are conflicts of interest within it, undermining the impartiality that should govern the regulation of limits on non-ionizing radiation people. Although it is essential that industry be involved and cooperate in this process, industry should not be allowed to bias its processes or conclusions (see Annex 2, report prepared by AVAATE in June 2015 on these conflicts of interest of the ICNIRP).

In 2015, more than 220 scientists from 41 nations that have published peer-reviewed papers on the biological or health effects of non-ionizing radiation, requested the WHO and the UN to protect human and wildlife exposure to such fields. “Numerous recent scientific publications have shown that EMF affects living organisms at levels well below most international and national guidelines. Effects include increased cancer risk, cellular stress, increase in harmful free radicals, genetic damages, structural and functional changes of the reproductive system, learning and memory deficits, neurological disorders, and negative impacts on general well-being in humans. Damage goes well beyond the human race, as there is growing evidence of harmful effects to both plant and animal life. These findings justify our appeal to the United Nations (UN) and, all member States in the world, to encourage the World Health Organization (WHO) to exert strong leadership in fostering the development of more protective EMF guidelines, encouraging precautionary measures, and educating the public about health risks, particularly risk to children and fetal development. By not taking action, the WHO is failing to fulfill its role as the preeminent international public health agency” (see Annex 3, International EMF Scientist appeal, and Annex 4, list of organizations that support it).

We emphasize the need to ensure a high level of transparency, impartiality and plurality of expert assessments on health risks of non-ionizing electromagnetic fields (EMF), at all levels of decision, on basis of the WHO rules (point 4.2 of the Regulations for Expert Advisory Panels and Committees, points 2.6 and 4.6 of the Regulations for Study and Scientific Groups, Collaborating Institutions and Other Mechanisms of Collaboration, and articles 44-47 and 67 of the Rules of Procedure of the World Health Assembly), and in line with points 8.5.7 and 8.5.8 of the Parliamentary Assembly of the Council of Europe, Resolution 1815 (2011) on the potential dangers of electromagnetic fields and their effect on the environment, as well as with the Aarhus Convention (1998) on Access to Information, Public Participation in Decisionmaking and Access to Justice in Environmental Matters. The implementation of these principles would guarantee not only a pluralistic WHO RF EHC Core Group membership, but also the presentation of alternative scientific interpretations, the “views” of citizens and the presence of relevant groups involved with this issue.

The European Coordination of organizations for an EMF exposure regulation, which truly protects public health, is driving the European Manifesto in Support the ECI in favour of the precautionary regulation of the EMF exposure. Amongst the signatories to this European Manifesto there are scientists, researchers and experts, as well as professional bodies and associations and representatives of civil society organizations (from health advocates, consumers, neighbours, environmentalists, ecologists, labour union, parents of students, people with central sensitization syndromes -electro-hypersensitivity, multiple chemical sensitivity, chronic fatigue, fibromyalgia, etc.-, brain tumour patients, concerned citizens and activists associations working in the field of electromagnetic pollution), coming from 26 countries (Australia, Austria, Belgium, Brazil, Canada, Denmark, Finland, France, Germany, India, Ireland, Italy, Macedonia, Netherlands, Panama, Poland, Portugal, UK, Russia, South Africa, Slovakia, Spain, Sweden, Switzerland and USA).

For how much longer can governments continue to ignore the growing evidence of harm?

The first mayor of Kraków to be elected by popular ballot, law professor Jacek Majchrowski is tackling an environmental issue most governors avoid: the electromagnetic pollution in his city.

Following work on air pollution, and in response to growing demand, he is initiating forums for citizens to discuss the growing ‘smog’ of electro-magnetic fields (EMFs).

In a world first he is also initiating the provision of meters to detect radio-frequency (RF) / extremely low frequency (ELF) EMFs so people can collect objective data on their exposure.

In December, Majchrowski hosted an international conference on EMF pollution and citizens’ ‘right to information’ – an echo of the new Right to Know law in Berkeley, California (cell-phone sellers must supply safety information).

Speakers included Sławomir Mazurek, a pro-reform Polish minister for the Environment. Majchrowski and his team are now re-zoning mobile-phone masts (cell towers) to reduce EMF exposure levels.

With similar boldness, Argentina’s Lower National Congress proposed a new health law last year to regulate electromagnetic pollution.

Supported by trade unions and NGOs, its radical draft measures included hard-wired networks in schools (also hospitals) – recalling the recent Green-led French law on“electromagnetic sobriety” (2015) and recommendations of the American Pediatrics Society and British Doctors’ Initiative.”
