Analyses of Criticisms of the National Toxicology Program study on cell phone radiation made by ICNIRP (the International Commission on Non-Ionizing Radiation Protection)
In a new paper published in Health Physics, Ronald Melnick PhD, a toxicologist, for 28+ years at the United States government’s National Institute of Environmental Health Sciences and the National Toxicology Program (NTP), and lead designer of the NTP study on cell phone radiation, analyzed criticisms made by the International Commission on Non-Ionizing Radiation Protection (ICNIRP) of the National Toxicology Program Study on cell phone radiation. Melnick’s analysis concluded that ICNIRP “misrepresented” the study and should not have dismissed the carcinogenic effects found in experimental animals exposed to RF-EMF.
Melnick reviews the ICNIRP criticism point by point with scientific documentation related to the methodology, interpretation, and relevance of the National Toxicology Program studies on cell phone RF radiation. Topics that he covers in this paper include pathology review procedures, rat survival rates, significance levels, and the need to establish a verified mechanism. Melnick explains how criticisms that the exposures were too high are unfounded, as when you consider the exposure in the brain, those were similar to or only slightly higher than the localized exposure limits (FCC ICNIRP) for the general population and lower than the localized limits for occupational exposures. The NTP study was designed to investigate effects from non-thermal chronic RF-EMF non-ionizing radiation exposures.
Melnick also pointed out that ICNIRP focused on only the carcinogenicity of RF-EMF from animal studies, “but neglected to point out that other adverse effects were observed in the NTP studies, including reduced birth weights, DNA strand breaks in brain cells (which is supportive of the cancer findings), increased incidences of proliferative lesions (tumors and hyperplasia) in the prostate gland, and exposure-related increases in the incidence of cardiomyopathy of the right ventricle in male and female rats. In addition, other studies have reported adverse effects on male and female reproduction and neurobehavioral effects resulting from exposure to low-intensity non-ionizing radiation.”
Melnick concludes the paper, “The NTP studies show that the assumption that RF radiation is incapable of causing cancer or other adverse health effects other than by tissue heating is wrong. If ICNIRP’s goal is truly aimed at protecting the public from potential harm, then it would be appropriate for this group to quantify the health risks associated with exposure to RF-EMFs and then develop health-protective guidelines for chronic exposures, especially for children, who are likely to be more susceptible than adults to adverse effects of RF radiation.”
“At the very least, ICNIRP should promote precautionary advice for the general public rather than trying to justify their decision to dismiss findings of adverse health effects caused by RF-EMFs and thereby retain their 20+ year-old exposure guidelines that are based on protection against thermal effects from acute exposures.”

Biography
Dr. Ronald L. Melnick served as a toxicologist for 28+ years at the National Institute of Environmental Health Sciences (NIEHS) and the National Toxicology Program (NTP), before retiring in 2009. Dr. Melnick received his BS from Rutgers University, New Brunswick, NJ and his MS and PhD from the University of Massachusetts, Amherst. He was a postdoctoral research fellow in the Department of Physiology-Anatomy at the University of California in Berkeley and then an assistant professor of Life Sciences at the Polytechnic Institute of New York. At NTP/NIEHS, Dr. Melnick was involved in the design, monitoring, and interpretation of toxicology and carcinogenesis studies of numerous environmental and occupational agents, including 1,3-butadiene, chloroprene, isoprene, water disinfection byproducts, etc. He led the design of the NTP carcinogenicity studies of cell phone radiofrequency radiation in rodents. In addition, his research has focused on the use of mechanistic data in assessing human health risks of environmental chemicals.
He was manager of the NIEHS Experimental Toxicology Unit, Carcinogenesis and Toxicology Evaluation Branch, and group leader of the NIEHS Toxicokinetics and Biochemical Modeling Group, in the Laboratory of Computational Biology and Risk Analysis. He spent one year as an agency representative at the White House Office of Science and Technology Policy to work on interagency assessments of health risks of environmental agents and on risk assessment research needs in the Federal government. Dr. Melnick has convened several national and international symposiums and workshops on health risks associated with exposure to toxic and carcinogenic agents, and he has served on numerous scientific review boards and advisory panels, including those of the International Agency for Research on Cancer (IARC) and the United States Environmental Protection Agency. He is a fellow (emeritus) of the Collegium Ramazzini. Dr. Melnick is the recipient of the American Public Health Association’s 2007 David P. Rall Award for science-based advocacy in public health.

We, the undersigned people of Ireland and other supporters, are putting the Rialtas na hÉireann (Government of Ireland), and other decision-makers, on notice to NOT allow the roll-out of 5G (Fifth Generation) until further research has been done to establish the long term harmful and dangerous effects on our health from Electro Magnetic Frequencies, (EMF.)
The Irish Constitution, BUNREACHT NA hÉIREANN protects our fundamental rights as citizens of Ireland. In a landmark decision, in November 2017, Mr Justice Barrett said:
“A right to an environment that is consistent with the human dignity and well-being of citizens at large is an essential condition for the fulfilment of all human rights. It is an indispensable existential right that is enjoyed universally, yet which is vested personally as a right that presents and can be seen always to have presented, and to enjoy protection, under Article 40.3.1 of the Constitution. It is not so utopian a right that it can never be enforced.”
The Council Of Europe in the Parliamentary Assembly in 2009, under the heading: Environment and Health: Better Prevention of Environment- Related Health Hazards had this to say:
“Environment-related pathologies are not confined to respiratory and cardiovascular diseases or specific types of cancer but include other chronic and emerging pathologies such as immune system impairment, neurological and neurodegenerative illnesses and disruptions of the hormonal and reproductive system”.

This short critical review explores the findings of extant research on the health risks posed by 5G technologies that emit radiofrequency radiation (RFR)1. It also provides evidence that the processes by which policy decisions have been made concerning the protection of public health may be significantly flawed, as the overwhelming body of scientific evidence appears to have been ignored by relevant government departments and agencies in arriving at decisions about the introduction of 5G. This lacuna comes about due to the over-reliance on expert opinion from the International Commission on Non-Ionizing Radiation Protection (ICNIRP), an NGO whose members have traditionally had close ties to industry. It is significant that the UK government and its agencies neither sought nor obtained independent scientific advice on a matter of importance to public health. Consequently, it failed in its duty to identify, assess,and mitigate the risks posed by RFR-based technologies before their introduction, specifically 5G networking and related technologies, thereby protecting public health.

On 14th May 2020, Facebook started to block links to Electromagnetic Sense Ireland and have now removed ALL links to our website (ES-Ireland com), shared across the forum for a number of years. Pages shared directly from our website alone in the last year had been over 9,000.
Facebook’s reason: ES-Ireland’s content goes against their “Community Standards” and has been reported as “abusive”.
Electromagnetic Sense Ireland (ES-Ireland), set up in the 1990s, is a group of individuals countrywide who are suffering from microwave sickness, an environmental impairment now more commonly called Electrohypersensitivity, (EHS). ES-Ireland is not only a contact point for sufferers but also a resource of factual information for the public regarding the potential adverse health effects of EMF, a responsibility adopted, given lack of leadership, and based on the contents of the E.U. Parliamentary Resolution 1815 (2011) regarding ‘The Potential Dangers of Electromagnetic fields and Their Effect on the Environment’.
As a group, who embody the evidence of harm from EMF, who provide factual information and who are not anti-technology but pro safe technology i.e. wired systems, this appears to have been an act of undisguised blanket censorship and a worrying development under society’s banners of democracy and human rights.
As ES-Ireland does not have a Facebook account, we now depend on the public and concerned others who may find this breach of human rights a worrying trend in surveillance, especially in light of Facebook’s own rhetoric about its standards on freedom of speech. Granted, our message is different to that of the Government and its agencies regarding EMF but it is factual and referenced to research of world-renowned independent scientists.
Facebook describes its users as a community but as many are now finding, Facebook are silencing many members of this community and blocking diverse opinion as well as peer-reviewed science. If you have a Facebook account, we ask you if you would please support us by posting a link to our website and when you are refused access, fill out the form that appears, to let them know why they have made an error in blocking ES-Ireland.
The voices of people adversely affected by EMFs have been ignored and silenced for decades.

Kennedy, Jr. and Dafna Tachover, Director of 5G and Wireless Harms Project of Children’s Health Defense (CHD), signed onto the UK EM Radiation Research Trust (RRT) letter calling on UK Prime Minister Boris Johnson and political leaders to protect the public from the proven harms of wireless radiation and 5G.
The Open Letter of Complaint was written in response to an article published by First News in their children’s online newspaper titled “There is no 5G Conspiracy”, claiming 5G is absolutely safe. RRT, which is a trusted and leading UK group dedicated to education about wireless radiation health effects, has been receiving emails and phone calls from parents, school children and teachers asking RRT to respond to the article.

The letter was written by RRT’s Chairwoman, Eileen O’Connor, and the group’s US based advisor, Susan Foster, and responds to the unsubstantiated and false claims by First News of the absolute safety of 5G. The letter provides ample scientific evidence of proven harms by wireless radiation and addresses how Big Telecom is defrauding the public.
“The RRT believes that it is one thing to comfort children with respect to the lockdown and the corona virus,” said Ms. O’Connor, “but not at the cost of the truth about the very real harms from these dangerous exposures.”
Since 5G infrastructure is based primarily on 4G, and on pulsed and modulated radio and microwave frequencies that have been proven harmful in thousands of studies, harms that have been confirmed by courts around the world, there is no doubt that 5G is harmful as well.
“Children need to be told the truth: cell phones and cell towers emit radiation,” commented Ms. Foster. “It is ludicrous and shameful to tell children that a great deal of research has been done to prove 5G safe when decades of science on the biological effects of electromagnetic radiation have proven it harmful.”
5G deployment is exponentially increasing our exposure to this harmful radiation and technology. Of special concern is the installation of cell phones antennas in close proximity to people’s homes and children’s bedrooms. As a result, growing numbers of countries and municipalities around the world have banned the deployment of 5G.
Children’s Health Defense joined this effort as it is aligned with the organization’s mission to protect children from environmental toxins. 5G and wireless radiation constitute toxins which are significantly involved in the increase of sickness in children. Sadly, in the UK, a 15 y/o girl, Jenny Fry committed suicide after becoming sick from wireless and as a result of the mistreatment she has experienced because of her sickness.
RFK, Jr., Dafna Tachover and CHD are calling for the protection of those who have already been harmed by wireless technology radiation including many children, and for the prevention of further and imminent harm by halting 5G deployment.

Some 400 doctors and 900 health care workers have signed an open letter to the government, urging them to exercise caution regarding the roll-out by Proximus of a forerunner of the next generation of mobile data, known as 5G.
The six-page letter goes out under the name of the Hippocrates Electrosmog Appeal.
Last week, Proximus began to test its “5G Light” version of the new generation in 30 communes around Belgium, the timing of which the organisation criticises.
“Even though it could be a simple coincidence, this seems indecent to us at a time when the people are fighting to overcome a human drama which concerns us all. At the same time, consumer organisations have been quick to publish articles claiming that the technology is not dangerous,” the authors write.
The population has been increasingly exposed to electromagnetic radiation over recent decades, from cordless telephones in the home to the current saturation of high-speed internet, mobile phones, wifi in the metro and the growing Internet of Things, the letter says.
Now along comes 5G – or for the time being at least, a sort of 4G+ – which promises to be many times more powerful.
“However, the safety of this exposure has never been demonstrated,” the authors say. “On the contrary, evidence of its harmfulness is accumulating. Since 2011, moreover, electromagnetic radiation from wireless technologies has been considered by the WHO as possibly carcinogenic, largely because of the increased risks of gliomas and acoustic neuromas in long-term users.”
The letter decries the way the precautionary principle has been ignored so far in the deployment of these technologies.
The precautionary principle is a recognised strategy for approaching issues of potential harm when extensive scientific knowledge is lacking. It calls for caution and review before leaping into new innovations that may prove dangerous. Critics argue that it is unscientific and an obstacle to progress.
“When serious and possibly irreversible risks have been identified, the lack of certainty should not be used as a pretext to postpone measures to protect the environment and health.”
The group behind the letter concludes by calling on the government to apply the precautionary principle in order to protect the population, especially children, pregnant women and the elderly; introduce a moratorium on the deployment of 5G pending health impact studies; to raise awareness among citizens, in particular parents, adolescents and pregnant women, about the responsible use of wireless connected objects; to establish truly protective exposure standards; and to create a vigilance centre or a symptom inventory organisation relating to this type of exposure.
“Recent events make the situation even more worrying, but let us agree together that they can also be the occasion for new awakenings and advances in the field of prevention, which must today, more than ever, be the object of all our attention.”

We are of the opinion that the rollout of 5G is not justifiable because of the many serious indications for health risks. The rollout of 5G can impact our human rights severely. Currently, public authorities provide incorrect and even misleading information about the safety of EMF. Due to these risks we demand a moratorium on the rollout of 5G, similar to Brussels and several parts of Switzerland.
Stopping 5G is urgent because the auctions of 5G frequencies, that are planned for 2020 and 2022 and the coming into force of the Telecomcode Law, will generate an enormous increase of the burden of radiation.
We therefore bear an unacceptable risk that impacts our physical and psychological integrity and which can mean a serious infringement on our right to respect for private life and an impairment of the enjoyment of our home. Already thousands of peer reviewed studies show harmful effects during exposure to 2G, 3G and 4G frequencies, and 5G will be even more drastic, because of the increase of antennas particularly in residential neighbourhoods. This process can be stopped by an emergency injunction.
Stop5GNL has consulted two very competent lawyers to conduct this case. These lawyers are specialized in liability law and administrative law. They are assisted by trainee lawyers of the lawyer’s office and the (legal) team of Stop5GNL. At the moment we are working hard on the preparation of the filing.
At the moment of urgency the State can be summoned and a summons will be issued. Consequently, the court will be held in The Hague, which shall judge the unlawfulness of 5G.
